The time part is just telling you what time it should be updated at.
The time will usually be taken from when you have completed both an application and some form of picture, writing, etc. to apply for the character. However, if there is enough time difference between seeing the application and it being posted, we will just figure out about when you posted. And we round time up/down a lot, to make it easier, okay.Adoptions In Progress:

well it's a start.
Normally I wouldn't be interested in posting times and dates and such, but everyone's getting busy with school, and there won't be as much time to get online and such. So this way you can tell if a character is yours even if we haven't been online for awhile. I don't know what we'll have to do with characters that have been applied for by more than one person, but we'll figure it out.
Edit: Also...I'm in central time zone, in case you're wondering or are confused. so. yeah. :I
